reddomainregistration.com is a US based company with an eglish website and 24/4 support but its a little more expensive. I host 2 sites with them and pay around $60 a year and im satisfied. good luck 
Does it have to be french? Hostgator can do all of that for like 15 bucks a month or less. Not an amazing host but perfect for a small site.
