Norfolk sailor charged with plotting to kidnap, rape little boy

Alan Paul Strieper, 24 was denied bond today in a Norfolk federal court. He was arrested last Friday, and charged with child pornography and attempting to persuade, induce or entice an individual to travel in interstate commerce to engage in illegal sexual activity.

Strieper’s arrest was the result of an undercover investigation by agents with the Department of Homeland Security, after the Norfolk-based sailor began an online chat with another man in the fall of 2009.

The man turned out to be a federal informant.

According to the federal complaint, in a phone conversation, on Dec. 1, 2009, Strieber asked the informant: “Have you ever thought of just grabbing a nice cutie that is walking home from school or something?”

In another phone call, the following day, Strieber told his potential accomplice: “If you're flexible, you could fly here and then we can drive to a town like 45 minutes away or something like that.”

The phone conversations were recorded by federal investigators.

Disturbingly, Strieber’s Facebook page contains several pictures of small children, listed as “friends.”

Strieper serves aboard the USS San Antonio. He is originally from Richland, WA.
