Former sailor who planned to rape child sentenced to prison

On Tuesday, Alan Paul Strieper, 25, was sentenced in Norfolk Federal Court to 35 years in prison, to be followed by a lifetime of supervised release.

On June 11, Strieper, pleaded guilty to attempted enticement and child pornography charges in Norfolk Federal Court.

The former Norfolk-based sailor, was arrested in February after an undercover investigation by federal agents.

According to the Department of Homeland Security, Strieper became involved in a rather sickening online chat with another man in the fall of 2009. The two talked about kidnapping an raping a child. The other man turned out to be a federal informant.

According to court documents, in a phone conversation, on Dec. 1, 2009, Strieper asked the informant: “Have you ever thought of just grabbing a nice cutie that is walking home from school or something?”

In another phone call, the following day, Strieper told his potential accomplice: “If you're flexible, you could fly here and then we can drive to a town like 45 minutes away or something like that.”

The two spoke about committing the crime for two months. The phone conversations and online chats were recorded by investigators.

Eventually, Strieper asked the man to travel from his home in St. Louis to carry out the kidnapping and rape, possibly on a child as young as two years of age. When Strieper arrived at Norfolk International Airport, he was arrested.

Federal agents found duct tape, rubber gloves, bleach, several bottles of pills, and an Elmo doll in Strieper’s vehicle.

At the time of his arrest, Strieper’s Facebook page contained several pictures of small children, listed as “friends.” The page has since been removed.

Strieper served aboard the USS San Antonio. He is originally from Richland, Washington.
